Environmental Boost: Pennsylvania American Water Enhances York's Wastewater System with $6.5 Million Investment
Modernization Efforts Aim to Protect Local Watershed and Improve System Resiliency

YORK, Pa. (May 15, 2025) – Pennsylvania American Water is investing millions of dollars into pipe lining projects across the City of York’s wastewater collection system – with more than $6.5 million in improvements completed or planned for 2024 and 2025 alone.

Since acquiring the system in 2022, the company has upgraded more than 25,000 feet of aging collection mains in the city, improving system resiliency, protecting the watershed and upgrading aging infrastructure.

“After acquiring the York Wastewater system, Pennsylvania American Water identified several issues through a thorough survey. Our pipeline modernization projects will address these problems, reduce inflow and infiltration, and protect the local watershed. We aim to complete this work with minimal disruption to the city's streets and communities,” said Scott Thomas, director of engineering project delivery for Pennsylvania American Water.

An estimated 86% of the pipes in the collection system were installed before 1950, using less durable materials than today’s standards. Modernizing these aging pipes helps reduce the risk of leaks, backups and contamination of the local watershed.

Pipeline lining is a trenchless technology used to rehabilitate and reinforce existing sewer lines without the need for full replacement, which is often more expensive and labor-intensive. This method enhances the integrity of aging pipes by coating the interior of existing pipes with modern and durable materials. It also minimizes disruptions to streets, neighborhoods, and customers by eliminating the need to dig open trenches and remove existing infrastructure before replacing it with newer, more reliable materials.

The projects are part of Pennsylvania American Water’s broader investment in the York wastewater system. Since acquiring the system in 2022, Pennsylvania American Water has invested roughly $14 million in capital improvements, with a spend of more than $60 million planned by 2030.

Statewide, Pennsylvania American Water invested $675 million to upgrade water and wastewater systems in 2024 and generated more than 10,125 jobs throughout the local economy. More information on the company’s infrastructure investment efforts is available at pennsylvaniaamwater.com/infrastructure.
